The executive commissioner by rule shall establish minimum standards for recordkeeping by persons required to pay a fee under this subchapter. Those persons shall make the records available to the department on request. Acts 1989, 71st Leg., ch. 678, Sec. 1, eff. Sept. 1, 1989.
