(a) Charter-party carriers of passengers shall operate on a prearranged basis within this state. (b) For purposes of this section, “prearranged basis” means that the transportation of the prospective passenger was arranged with the carrier by the passenger, or a representative of the passenger, either by written contract or telephone.
