The provisions of this article shall be cumulative to, and not in derogation of, Sections 77-3-21 and 77-3-29. Any proceedings under the provisions of this article before the public service commission shall be held and conducted as provided by Article 1 of this chapter. Appeals shall be available as a matter of right as provided by Sections 77-3-67 to 77-3-73.
