The district shall certify such plan if it meets the standards promulgated by the committee pursuant to this act. The district shall provide written notice to the applicant indicating that: a. the plan was certified; b. the plan was certified subject to the attached conditions; or c. the plan was denied certification with the reasons for denial stated.
