Nev. Rev. Stat. § 284.014
in effect1. This chapter and the regulations adopted pursuant thereto do not create or confer upon any state employee a contractual right to employment.
2. Except as authorized by specific statute, an appointing authority shall not execute any contract for employment with any state employee.
