in effect(a) A contract to which this subchapter applies must require that each provider agreement between the contracting Medicaid managed care organization and a nursing facility include a requirement that the facility comply with the patient care expense ratio adopted under Section 32.0286 , Human Resources Code.
(b) This section does not apply to a state-owned facility.
