Cal. Water Code - WAT § 81637.
in effect(a)
On all ordinances and resolutions, the roll shall be called and ayes and noes recorded in the minutes of the proceedings of the board.
(b)
Motions may be adopted by voice vote, except that the roll shall be called at the request of any director.
