24-65.1-106. Effect of article - rights of property owners - water rights. (1) Nothing in this article shall be construed as: (a) Enhancing or diminishing the rights of owners of property as provided by the state constitution or the constitution of the United States; (b) Modifying or amending existing laws or court decrees with respect to the determination and administration of water rights.
