in effectPast local miscellaneous service shall be converted to local safety service if the past service:
(a)
Was rendered by a current employee of the same agency for which the miscellaneous service was performed; and
(b)
Was rendered in a position that has subsequently been reclassified as a local safety position; and
(c)
Is credited to an employee who has other local safety service credit for service performed with the agency.
