Mo. Rev. Stat. § 640.435
in effect640.435. Judicial review from final orders of department, procedure — duties of department not to conflict. — 1. Any person aggrieved by a final order of the department issued pursuant to sections 640.400 to 640.435 may seek judicial review in the manner provided by chapter 536 .
2. The provisions of sections 640.400 to 640.435 shall not supersede the duties imposed under this chapter and chapter 644 .
