Except as provided by Section 5010.0303 , the district's powers are concurrent with, but do not supersede or interfere with, the jurisdiction and powers of the Sabine-Neches Navigation District of Jefferson County, Texas, created under Section 59 , Article XVI, Texas Constitution, over the common territory of the two districts.
