(a) The board shall hold a public hearing on the proposed annual budget. (b) Notice of the hearing must be published in a newspaper of general circulation in Garza County in accordance with Chapter 551 , Government Code. (c) Any district resident is entitled to: (1) appear at the time and place designated in the notice; and (2) be heard regarding any item included in the proposed budget.
