(a) All land and other property in the district will benefit from the improvements and services to be provided by the district. (b) The district is created to accomplish: (1) the purposes of a municipal utility district as provided by general law; and (2) to the extent authorized by Section 52 , Article III, Texas Constitution, the financing, construction, or acquisition of road projects.
