(a) The commission may adopt an order relating to the issue of unbundling of local exchange company services in addition to the unbundling required by Section 60.021 . (b) Before ordering further unbundling, the commission must consider the public interest and competitive merits of further unbundling. (c) On the request of a party, the commission shall proceed by evidentiary hearing. If a request for a hearing is not made, the commission may proceed by rulemaking.
