(a) Subject to Subsection (b), the board may add or remove territory as provided by Subchapter J , Chapter 49 , Water Code. (b) The district may add territory as described by Subsection (a) only if the district obtains written consent from: (1) the governing body of the city; and (2) any public entity that owns facilities for the inter-county transportation of water in the area proposed to be annexed.
