(a) A respondent is entitled to a hearing conducted by the State Office of Administrative Hearings if the executive director proposes to deny, suspend, or revoke a license. (b) A proceeding under this chapter to deny, suspend, or revoke a license is considered to be a contested case under Chapter 2001 , Government Code.
