in effectThe board may:
(1) spend and borrow money;
(2) issue bond anticipation notes and tax anticipation notes;
(3) impose maintenance taxes; and
(4) carry out all acts and exercise all powers provided by Subchapter E , Chapter 49 , Water Code.
