(a) A commission member may not act on a matter under the commission's consideration that directly affects a credit union of which the member is an officer, director, or member. (b) The commission shall adopt rules relating to recusal of members, requiring that a member who has a personal or private interest in a measure, proposal, or decision pending before the commission shall publicly disclose the fact to the commission at a meeting held in compliance with Chapter 551 , Government Code. The member may not vote or otherwise participate in the decision. The disclosure shall be entered into the minutes of the meeting.
