The State Sealer of Measurement Standards shall determine the qualifications of an applicant for a license as a public weighmaster based on: 1. The information provided on the application and any supplementary information determined appropriate by the State Sealer of Measurement Standards; and 2. The results of an examination of the knowledge of the applicant.
