The authority may: (1) control, store, and preserve, in or adjoining the authority's boundaries, the water of any rivers and streams, including the Guadalupe and Blanco Rivers and their tributaries, for all useful purposes; and (2) use, distribute, and sell the water described by Subdivision (1), in the authority, for all useful purposes.
