Implement a zoning ordinance for areas containing methane gas hazards that establishes a methane gas hazard overlay and provides mandatory studies and mitigations for new construction within the overlay zones.
(b)
Revise the safety element of the city or county general plan to illustrate the methane gas hazard areas and establish mitigative policies.

The plans shall be consistent with the grant report, the zoning ordinance, and the general plan safety element.
