In addition to any other remedy or penalty, the Division may: 1. Refuse to issue a certificate of registration or permit to a person who has failed to pay any money which the person owes to the Division. 2. Refuse to renew, or suspend or revoke, the certificate of registration or permit of a person who has failed to pay that money.
