in effectExcept as otherwise provided in this part, when elections are consolidated, the governing body ordering consolidation may, in the territory affected thereby, provide for:
(a)
The appointment of precinct boards.
(b)
The formation of precincts for such elections.
(c)
The expenses of the election.
