Mo. Rev. Stat. § 292.623
in effect292.623. Immunity from liability for official actions by members of commission and local emergency planning committee, exceptions. — Members of the Missouri emergency response commission and members of local emergency planning committees appointed by the commission shall not be liable for damages incurred as a result of actions taken by them when acting in their capacities pursuant to sections 292.600 to 292.625 , or the federal act. This protection from liability shall not apply for acts or omissions which result from intentional wrongdoing or gross negligence.
