The commission shall produce, print, and distribute the notices required by Section 361.452 to all places where lead-acid batteries are offered for sale at retail. In performing its duties under this section the commission may inspect any place, building, or premises governed by Section 361.452 . Failure to post the required notice within three days following warning shall subject the establishment to an administrative or a civil penalty under Chapter 7 , Water Code.
