All agreements, arrangements, or declarations or amendments thereto shall be in writing and shall be filed with the department. Upon becoming effective, they shall supersede the provisions of RCW 46.16A.160 , chapter 46.87 RCW, or this chapter to the extent that they are inconsistent therewith.
