in effect(a)
There is hereby created in the account the Floodplain Mapping Subaccount.
(b)
The sum of two million five hundred thousand dollars ($2,500,000) is hereby transferred from the account to the Floodplain Mapping Subaccount for the purposes of implementing this article.
