(a) The department may modify, suspend, or terminate public health services to a person for nonpayment of billed services after notice to the affected person and an opportunity for a fair hearing. (b) The executive commissioner by rule shall prescribe the criteria for department action under this section. Acts 1989, 71st Leg., ch. 678, Sec. 1, eff. Sept. 1, 1989.
