(65 ILCS 5/9-1-3) (from Ch. 24, par. 9-1-3) Sec. 9-1-3. No ordinance ordering a local improvement shall be repealed except on a written recommendation of the board of local improvements, or committee on local improvements, as the case may be, stating the reasons therefor.
