(a) As soon as practicable after the close of the fiscal year, the administrator shall make a report to the board, commissioners court, executive commissioner, and comptroller. (b) The report must: (1) consist of a sworn statement of all money and choses in action received by the administrator and their disposition; and (2) show in detail the operations of the district for the fiscal year.
