Sec. 0.1. The amendments made to section 6 of this chapter by P.L.14-1994 do not affect: (1) rights or liabilities accrued; or (2) proceedings begun; before July 1, 1994. Those rights and liabilities accrued and proceedings begun shall be imposed and enforced under prior law as if P.L.14-1994 had not been enacted. As added by P.L.220-2011, SEC.369.
