The following shall be construed and applied independently of any other law that relates to insurance rates and forms or prescribes the duties of the commissioner or the department: (1) this chapter; (2) Chapter 251 , as that chapter relates to workers' compensation insurance; and (3) Chapters 255 , 426 , 2052 , 2053 , and 2055 .
