(a) Subject to rules adopted by the executive commissioner, the department may establish a merit system for its employees. (b) The merit system may be maintained in conjunction with other state agencies that are required by federal law to operate under a merit system. Added by Acts 1995, 74th Leg., ch. 920, Sec. 1, eff.
