(a) The district is governed by a board of five directors who serve staggered terms of four years. (b) Four directors must be elected in the manner provided by Subchapter D , Chapter 49 , Water Code. (c) One director must be appointed by the governing body of the city from a list of persons recommended by the preceding board.
