"Non-revenue water"

Sec. 3. As used in this chapter, "non-revenue water" means the difference between: (1) the volume of water entering a water utility's water distribution system; and (2) the volume of water: (A) that is received by the water utility's customers; and (B) for which the water utility bills its customers.
