(a) The district is governed by a board of five elected directors. (b) Except as provided by Section 3943.0204 , directors serve staggered terms of four years. (c) Directors are elected in the manner provided by Subchapter D , Chapter 49 , Water Code. (d) To be qualified to serve as a director, a person must be a resident of the district.
