Sec. 4. As used in this chapter, "planning agency", with respect to an area, means: (1) a unit that has planning and zoning jurisdiction over all or any part of the area; or (2) a plan commission that has planning jurisdiction over all or any part of the area. As added by P.L.89-2008, SEC.1.
