(a) The district shall: (1) administer and enforce this chapter; and (2) use district facilities and powers to accomplish the purposes of this chapter. (b) The district may advise, consult, contract, and cooperate with the federal government, the state, a local government, or a private entity to carry out any purpose or power under this chapter.
