If the commissioner finds that an applicator has misapplied pesticides, the commissioner shall institute an enforcement action against the applicator. The department by rule shall adopt a policy to implement this section. Added by Acts 2001, 77th Leg., ch. 1421, Sec. 4, eff. June 1, 2003.
