The district has: (1) the powers of government and the authority to exercise the rights, privileges, and functions specified by this chapter; and (2) all powers, rights, privileges, and functions conferred by general law, including Chapter 62 , Water Code, on any navigation district created or operating under Section 59 , Article XVI, Texas Constitution.
