Nev. Rev. Stat. § 293.0382
in effectCity of population category two means a city:
1. Organized pursuant to the provisions of chapter 266 of NRS; or
2. Incorporated pursuant to a special charter,
Ê whose population is more than 5,000 and less than 50,000.
