"Recyclable materials broker"

Sec. 5. As used in this chapter, "recyclable materials broker" means a person that: (1) engages in the business of arranging for the collection, transportation, delivery, recycling, or reuse of recyclable materials; but (2) does not take title to, or physical possession of, the recyclable materials.
